Patch 1.0.0.38 Alliances

Unsure if this a bug or intended. If you are neutral towards an AI, in the make a deal, on their side, is "Alliance". I have yet to see them decline one. If you are friendly or declared friends, its listed on your side of the deal, and again, never seen them decline.

I believe this is intended. Alliance is not shown as an option in the trade window, unless the AI would agree to it.

On the other hand, if you ask for too much, I'm sure the AI would not accept the deal with Alliance in it.
