You can use PayPal to purchase on various online stores. I personally usually buy Firaxis games at GreenManGaming (https://www.greenmangaming.com/games/sid-meiers-civilization-vi-gathering-storm-pc/) because it's an official retailer and often has 20-25% discounts for pre-orders (it's 21% off currently). There's probably other stores but i know this one is legit.
Steam also allows PayPal if i'm not mistaken.
If you're talking about buying from an e-bay shop i would avoid this option as there's no guarantee you'll get a legitimate product key. You might find an honest merchant, or not.
