So far, on regent level, this has worked without fail. However, since I dont have PTW, there are no guarantees this will work with the PTW AI or at higher difficulty levels with vanilla Civ3.

I have managed to play entire games without ever going to war or getting attacked.

Simple, actually. Establish embassies ASAP, but most importantly, with your neighbors as they are generally the cheapest. Now the important part:

Sign ROPs. Very often, the AI is trying to move units through your territory to attack another. Let them. Sign ROPs with your neighbors or any AI that wants to move units through your territory. Please keep in mind that "cardboard cutout" defense schemes will not work--you must have defensive units in all your cities, since they AI will be moving troops along your roads or rails. Maintain a very strong military, primarily defensive in nature.

I dont sign any MPPs or alliances playing this strategy.

Some AIs will sign an ROP for free. Some will want compensation for the privilege. You may want to pay 1 or 2 gpt for the ROP. This establishes your rep with the AIs and as the game progresses, your rep becomes impeccable.

If you trade lux for the ROP, the AI will go gracious towards you.

I've never been "shaken down", even when my military was weak. I have never been dogpiled or sneak-attacked.

I don't know, but IMHO that would be impossible, because on the higher levels the AI is really aggressive...
 
Charis won a game on Emperor without building a single military unit. The story is in the Stories thread. It is a great story and a truly increadible game.

I still can't believe he pulled it off.
