In my two last games of FfH I noticed this strange thing occuring that a leader without barbarian trait was in peace with barbarians. In my first game it wasn't me, but Os-Gaebella, who happily resided next to major barbarian hub(I was playing with raging barbarians as well, both Luchuirp and Calabim got wiped out by them during the first 50 turns). Didn't pay much attention to that until I witnesses the countless skeletons and lizardmen happily going trough their cities as if they had open borders.
In my second game, it was a non-custom map, where I picked random civ and ended up with Sabathiel/Bannor. I wasn't complaining about my scouts being awfully lucky with the barbarians until I walked towards one and got the pop-up asking whether I want to declare war to barbarians or not, which I picked no. In fact, only time barbarians ever attacked me was when they tried to kill my three NH giants from Pact of the Nilhorn. Oh, and one barbarian hill giant also killed a scout of mine, but still rest of the barbs remained non agressive.
Is it working as intended and am I just missing something that generates peace with barbs?
.25 FfH version and both games were on prince difficulty.

Just tried around with different leaders and settings, and all were in peace with but when I restarted the game, the problem went away. Once again, happily in war with the barbarian hordes.
