Pearls on a Reef

Saw this in my most recent game.

CS can;t improve it and I couldn't spent 200 gold to improve it either

This happened pre-BNW from time to time. Any sea resource (other than oil) can spawn on the Great Barrier Reef. Frustrating when it happens.
