Others on these forums have harangued Atari about the inclusion of religion in the game, but religion is just a small part of what is not included--other aspects of culture, including philosophy, art, literature, etc. The fact remains that Civilization remains a war-game, and its addition of cultural value to cities only a meager improvement on that as it is.

First. though, to respond to Benderino's request for cities that expand more than a tile, look at my suggestions at

The suggestion is to make the city radius an open area where housing, industry, an d city improvements would appear , directly on the map like in Railroad Tycoon. This in my opinion is the only way to make benderino's request work. Anyway please read the full list of my suggestions there first, people have been ignoring them and i think they inlcude good ideas.

But, anyway, to go on to the topic, there has to be a sophisticated way to handle all of these cultural elements, without the addition of priest units, philosopher units, and other goofy stuff which reminds me of why i hate CTP.

Yes, it can be done through a social engineering control panel, but this isnt really a solution, its a cop out.

I'm not sure how it should look in the game, but consider these things... It should have something to do with the ability to switch citizens in other countries to your ethnicity, or convert citizens in your own captured cities to your ethnicity faster. It should have something to do with whether temples, museums, etc and other improvements are built in the game. maybe temples actually should be built by your civ 's religion, museums by its art culture, etc. ie outside of the players direct control, or both outside and inside the players control Maybe if unit morale were added to the game, it could effect that

For example, when you have the advance Polytheism and one city has enough of population or other measure, you gain the message like "Hinduism flourishes in Calcutta. Temple established" Then you have the option of building Hindu temples or funding the Hindu religion through social engineering. IF everything goes well, the religion spreads from city to city like a plague does. The establishment and funding of religions only slows science in so far it demands a portion of the budget and can cause fanaticism
Fanaticism, for instance could work like this, if the religion isnt prospering, or there is civil disorder 'barbarian' fanatic units can pop up on the map and 'attack' your cities , either plundering gold, taking away a number of science beakers, destroying development, or capturing the city and forming a new civilization.

Religious pressures could be built into the game by the mere fact that they effect conversion/immigration of foreign citizens.

If you dont want to finance one religion that develops, you could build a temple from a different religion thats formed. There can be several scenarios... a religion forms that demands state support, so you build a religion that is already in a different civilization, which nullifies their cultural influence., and helps destroy the insurgent religion. Or you can chhoose to support this religion and wage high-morale cultural wars against another civ.

I dont know how well all this would work. But, in my opinion its better than a religion 'small wonder' or priest unit, etc.

There could also be other messages, ie "Art flourishes in Paris" when you build many museums in high beaker cities and give the funding, leading to increased cultural value, commerce, and beakers.

Each building maybe tied to its own cultural aspect, temples with religion, museums with art, universities with philosophy,. etc and hav e their own unique effects on the civilization with these 'Art flourishes;'/ 'Religion established"m, "Golden Age of Philosophy begins " messages in cities that can replace 'We love the king' days.

They should instead of prompting great scien tific leaders, religious leaders, prompt these 'flourishes' ie we-love-the-king like messages that spread t hroughout the civilization
 
I would have thought that the idea was too complicated until you said it replaces WLTKD. That sold me on it. Cities don't whip themselves into a productive frenzy just because they have a parade for the president. However a reward for keeping citizens happy is one of the few things that keeps civ from being a total war game.
I still think cultural leaders would be an interesting part of the game but should be generated during culture flips. WLTKDs producing art, religion, phliosophy/education, or bonus production would help bolster the identity of each city, which is where the real potential of this idea lies. Perhaps the bonus could be biased toward the existing improvements in a city. A city with a library and university already could get a bonus educational improvement and really come to be recognized as your educational center.
