The usage of land around cities is the responsibility of the Governor of the Province where that land lies, or the Mayor of the relevant city should it fall within city limits. Both relevant governors (myself and Cyc I believe) and all mayors (myself, Danke, disorganisor and Zarn) have shown support for this proposal. So have a majority of the citizens in the affected cities. With this kind of support, and a resoundingly positive poll, how can you claim it is not the people's will? They have determined that the NP system is best for thier "joy and happiness".

And nobody stated improovements are removed.
Existing improovements stay as they are, only building new ones should be restricted (well, its only a few, mainly my own, cities affected).
The highest restrictions do cities within the park have (only delphi). other cities just merely "touch" the borders.
