Pillaged Dams still Mitigate floods?

So in my current game whilst attacking an enemy I pillaged a Dam district. A number of turns later a flood event occurred, however it said the flood had been mitigated by the presence of a Dam and that no damage was caused and a few tiles got increased yields.

Sometime later I eventually took over the city myself but before I had chance to repair the Dam another flood event occurred. The result was pretty much the same as before, no damage because of the Dam and a few tiles got extra yields.

Is this the way it's supposed to work or just a bug of some sort?

For me, if a Dam has been pillaged it should not mitigate any flooding events, it just doesn't make any sense.
 
I encountered a couple of instances where pillaged improvements or districts still function. A submerged oil well for instance still giving 3 oils per turn. Not sure if this is all intended or a bug.
 
Yes I think I've seen similar things to what you say.

I just hope this is a bug, because it defeats the object of pillaging a Dam in the first place if you feel you don't have the strength to actually take the city. I'm not even sure if I got a pillage bonus for destroying the Dam.
