Pirate People

While working on a standard Civ2 scenario, I noticed that in my undeveloped cities, there are a lot of "pirate" people.

What exactly do they denote? Red obviously indicates unhappy people; thus I would assume that these indicate some higher state of rebellion. They still seem to bring in resources, at least as far as food is concerned.

Does anyone have an idea exactly what this state of happiness denotes? What are the specifics associated with it?

If the people are black, then they are at least double unhappy. They still only count as 1 unhappy citizen for the disorder calculation, but in order to make them content it takes at least twice the "contentment power" (temples, cathedrals) as a red citizen. The benefit of these citizens is that they will move directly to happy status by the application of 2 luxuries.
 
i dont know when i seen these guys in my game it must have been more than a year ago. how do you get your people to be "dubble un happy"? for future reference.:)

Indeed, i love the pirates. There is a strategy by which widespread Republic celebration can begin to occur once you have built "about" 36 cities. Why? because at "about" 36 cities in Rep, the pirates "infect" most every city and a mere 40% lux rate with an elvis will promote pandemic (deity level, normal production) celebrations even in the absense of a single building or wonder.
