Is this a known issue?

A repeatable crash when selecting a measure- found under 13c, but the game was started under 13b.

To replicate- end the turn then select the option to invite the Consciousness to the council.

I tried to reproduce the crash with your save, but I failed since the council motion to invite the Consciousness did not show up. Maybe a seed issue - how should I treat the two diplomatic contacts with Yang and Roze before?
 
My computer can't handle the interturn on huge maps.

I saw on the F8 screen however that Aki already was a member of the Council. So the cause of the problem must be the fix for the Planetary Council I did between patch b and c.

Hmm, I didn't get any dip contacts when I played that turn. Odd.

It seems to occur whoever I try to invite- for the time being I'm just selecting other motions. If it recurs in a game started under 13c, I'll post a save again.
 
Speaking of Planetary Council, I STILL don't get to vote for myself (i.e. I abstain) on the first go round when I switch to member (granted, this game I didn't build the Council, but Santiago who did, voted for herself).

AFAIK, the Council's electable candidates are those who or build the Project, or have the most population...

I don't think he refers to not being one of the candidates, but to the old issue that you seem to be never able to vote for anyone in the first council taking place after you switch to the membership civic (auto-abstain)
