There is no 'true' windowed mode, but you can fake it. This thread shows you how to do it if you have VirtualPC on your machine, and this post shows the .ini file switches you can use to fake it. Use the KeepRes=1 and Video Mode=1024 switches to fake it. You must be using a resolution higher than 1024x768, as that is the minimum Civ3 can display.
