Playing a leader and the same leader is played by CPU

I had played through 3 games of BNW so far and on my 4th game I faced an interesting problem. I chose Pedro II and after a few turn I met my first neighbor, Pedro II. I thought it was wierd and exited the game to see if it was a option setting I might have checked mark on accident. I couldn't find anything and went back to the game. I took a few more turns and met more leaders and found an interesting trend. Every game I'd played so far (venice, shoshone, zulu, and now brazil) had only used the new BNW leaders. In the first 2 games it was fine because I had wanted to see the new Civs but now I'd rather play against the full arsenal. In order to double check I started another game and chose the Polish. Sure enough on my continent I found another Casimir III and only found BNW leaders. Is there some setting that I'm not finding or maybe it's a known bug that's being fixed but i'd really like to know what's going on. This is my first post ever so any constructive criticism would be nice I've lurked since Civ 4.
 
Well most likely under advanced settings when you create a new game your foes are fixed which might be a glitch after having played a campaign. If that is true though it will haunt you forever until you go there and set them all back to random civs (and you need to actually start the game, just setting them to random and then abort will most likely not work).
 
It works exactly as FeiLing said. I must add that it's a pity the game eliminates your ruler and civ from the pool of potential AI opponents. Playing against your copy is interesting. It can be manually set in advanced options ofc, but it feels kinda weird.
