I played the Tutorial on my first game, but didn't get to finish it. There seems to be no way to save mid-tutorial (which seems like a bad choice). So, I restarted the Tutorial on my next play-through, but didn't always exactly follow instructions on the part I had played before.
This led to some situations where there was no way to continue the tutorial, and I had to quit back to the main menu. The issue was when the tutorial reached a part where the player was supposed to hit a specific button (so all other choices, including next turn were greyed out) and would not continue until that button was select, but the action the player was supposed to take wasn't actually available at that time.
The two situations this occurred were:
1. After the player took their first warrior out of the capital. There was a requirement to plot a multiple-turn move to return to the capital. If done correctly, the warrior will get to the capital with one movement point remaining. The tutorial then tells you to press the fortify button. All other options are greyed out. I interrupted the plotted movement and took the warrior elsewhere. When I finally returned the warrior to the capital, it was on the second movement point. The tutorial then wanted me to fortify, so all other buttons were greyed out. However, since the Warrior was out of movement points, fortify was also greyed out. There were no active buttons on the game, so I had to quit the tutorial.
2. The next time through, I did not interrupt the Warrior's plotted move, so I was able to fortify it per the tutorial. However, the next turn, I activated the warrior and took it out of the capital. When I finally built a Settler, the tutorial tried to force me to link it to the warrior that was supposed to be there. All other options were greyed out. However, there were no other units in the capital, so the link button wasn't there (the arrow pointed to an empty space). When I selected the warrior unit (who was not in the city) it also had all options greyed out with an arrow pointing to where the link button should be. I could not go to the next turn so I had to quit the tutorial again.
