Please allow military denial and diplomatic consequence

I am finishing my first game (slower age progression) and while I have adapted to keep up with the AI, I was very disappointed to see missionaries and explorers able to completely flaunt all sanctions I try to place on them. They are completely unblockable units. In the Modern Age, I even set up a "quarantine" fortification around a relic site while my explorer pathed there and in comes an AI explorer to grab the ruin from underneath my nose. I've even had explorers come onto the tile with my explorer and start digging! It's a similar story with Missionaries. My own missionaries don't block movement, and in Exploration, I even went to war with a neighbor JUST to keep his missionaries out, and I couldn't purge them. At this point, it would seem that all victories appear to be economic victories because you just have to outspend your opponent since there is nothing you can do to stop the wave of invincible units.

Finally, I really hope they can add back free sanctions that provide steady influence income if you continue aggressive conversion or ruin looting.
