I've been having this issue for quite some time, I have reinstalled both Civ 5 and Vox Populi more than once, and I have unsubscribed to all mods I have used in the past and tried to boot up the game using only the Vox Populi mods. Whenever I try to start up a came I get like 10 error message pop ups saying some textures can't load (I haven't written down a list of which ones they are, but I wouldn't mind doing so if it can help me figure this out).
When the game starts it looks like this:

More Luxuries mod included in VP wont show up in my mods either even though it is in my MODS folder with all the other VP mods.
I really want to get this sorted ASAP as it has been bugging me for a while.

When you look at your mods folder are there any files in there besides Vox Populi? Even if you aren't enabling it within Civ V itself?

Nope. I deleted everything that wasn't part of Vox Populi in order to try and fix the problem.

Have you tried manually clearing your Cache? (Documents/My Games/Sid Meier's Civilization 5/Cache).

Have you checked that EUI is in your DLC folder?

I dont have the cache folder for some reason.
But what do you mean about the EUI in my DLC folder? What dlc is that. I have them all activated.

EUI installs into the main game directory, rather than the mods folder.

The UI_bc1 folder needs to be in the DLC folder of the main game installation.

Now, do you have any idea why More Luxuries wont show up in my mods list?

The timestamp on the folder is a few minutes later than the rest. Maybe Steam downloaded it when you started the game. Check Steam for any subscriptions.
