Also, to better reflect the social control of Communist and Fascist governments, I ask for there to be a 25 turn minimum for any civ that switches to that government. If you want to be Fascist or Communist, you have to stay that way for at least 25 turns. That would bring more strategy to the decision to switch governments, especially for religious civs.
