Policies are not applied when a Wonder is completed (1.0.1.501)

When a Wonder that adds a new policy option benefit (Alhambra, Potala Palace etc.) is completed then the effect of the policies is not applied. It should first apply existing policies THEN expand available slots afterwards. It's really annoying, I just took over a free state and theoretically managed to get down Loyalty to -4 from -23 (I would have been able to get it down to -1 if luxury distribution were prioritizable, because most of my cities are ecstatic not just happy, but that's probably for another thread), but after completing the turn I noticed that loyalty was down 11 points to 39 from the 50 where it starts because the policies were not applied (Limitanei, Praetorium, Colonial Offices). I'm guessing it's not only these policies but none of the policies are applied, which is wrong, it's not a revolution or anything, the game should NOT penalize the player for completing a wonder ...Please fix!!!
