Could anyone point me to a mod some where that changes the hospital requirement to go past 12 citizens? This is really the only part of the game that bugs me.
Just open the Editor, click on the Edit-Button (upper right corner), go to "general settings" and adjust the parameter for "maximum size" of "city". When ready, save as a scenario.
But I must admit, that I do not see much of a problem in building a hospital.
I only use level 1 and 2 City settings(Town/City). I don't bother with the level 3 setting(Metropolis). I have my level 2 'City' Setting at 99 so I never have the need to use the level 3 Metropolis setting.
You will need to remove the "Allows City to Size 3" in the Editor. Civ3QEdit/Rules/Edit/Improvements and Wonders/"Hospital"/ (change setting): ..... You can still build a Hospital but it is no longer a requirement for +12 Size Cities.
A bonus of not using level 3 Metropolis setting is that it removes 'Population Pollution'.
You will need to do this every time you start a new game unless, you change these settings in the "Conquests BIQ".
interresting! I have once tried to set food per citizen to 1 instead of 2. As result most of my cities (with hospital of course) growed far beyond 20 - 30 and did not stop growing.
I had to aboard the game then over 100 workers were unable to contain the pollution from about 20 cities.
Your approach should eleminate that problem.

This is actually a good idea if it eliminates the population pollution. What other use for the Hospital can we think of?
This and the coastal fortress are my main 2 things. And Explorers coming so late in the game. I've never ever ever seen use for those.
Thanks guys, I felt that the population limit like that was weird. I could understand the freshwater thing with the aqueduct. Rome was a metropolis for some point so why cap it. I think the hospital should deal with sickness or disease maybe food, but a flat cap seems kind of tall.
I changed it to double growth rate of city which to me makes more sense. Though doubling what the granary might get out of hand. Only one way to figure it out.
