Perhaps this should read 'Shall emergency population rushing be allowed for the building of emergencydefensive troops?

Usually, my only concern with pop rushing is only when it is a sacrifice of > 1 citizen. Thats when the unhappiness can really pile up. Similarly, a second rush in a city really hurts in the long run with the lost citizens and multiple extended unhappiness.

I suggest we ask if it can be worth it to rush 1 cultural improvement (temple or library) and whether or not we may rush in our "own" cities. I think defensive troops should be a looked at on a case-by-case basis. However, with so many pre-event polls it may be best to take everything case-by-case when it comes anyway.

That is a tough area to poll in Bill. Good questions though.
Octavian in this forum, I think the only time the defensive unit could be rushed was in an emergency situation.
Hey cp. Your first paragraph makes sense. The first part of your second paragraph tends to make me think of judgement calls, which I think we need to stay away from. The last part (case-by-case) would be true, as just because we authorize or allow a pop-rushing, doesn't mean we should or HAVE to.

I think this is (at least in part) a question of the rights of the Fanatikan people.we souldn´t be sacrificing our people for building fancy projects!
therefor i think it is acceptable to rush only in captured cities, as long as they are populated by nonfanatikans, and rushing for building defensive units in desperate situations.
