Possible bug?

I haven't tried this in my lower version of Civ 3, but this is very very strange, and I can't for the life of me figure it out. It's happened in the last 4 games I've started.


I'll select the scenario I've modified with the PC version of the editor (granted, it's the hacked version, since the Mac editor isn't available. I have to use my kids' Windows 98 machine to edit scenarios for the time being. Virtual PC keeps quitting for no apparent reason)

I start the game, and I am able to build a city with my settlers, but most of the other civs build cities at all...the settlers and workers just roam around doing nothing. In one instance, with 15 civs, the following civs were the only ones to found cities. The Americans (I was playing them) the Aztecs, the Romans, the Babylonians, the Chinese, the Indians, and the Japanese. The civs other than the Amricans only built one city, and then did absoluetely nothing. The Chinese, Japanese, and Indians were all on South America, and the Chinese ended up taking over Delhi and Kyoto.... no further growth. The Aztecs declared war on me after I refused to give into their attempts at technology and money extortion... the Romans sent a bunch of units over to Houston to sneak attack.... other than that, nothing. I was constantly being contacted by the other civs asking me for maps, but no cities were ever found anywhere.

Is this a bug? I didn't change any of the settings for the civs in this scenario, all I did was decrease the number of barbarians to be a bit more historically accurate, and added irigation on hills, since hillside terraced farming has been around forever...and it struck me as odd that you couldn't irigate on a hill.

Any thoughts?
 
Like most viewing this post, I don't have too many clues. However, it would be interesting to see the Governor settings for the other civs. For instance, if the Production was set to 'Build Settlers--Never' in 'All Cities', that would explain the phenomenon. I know you didn't change it, but there are Editor settings for the other civ's agressiveness; what are they in your mod?
 
Ok, I'm totally making this up here, but I think that one variable which can be adjusted is the minimum distance from other cities at which the AI will consider a tile to be a viable location for a city -- I seem to remember reading in one of the other forums that if you push this number too far, the AI will never build a city.

Of course, if you never adjusted anything like that, then this message isn't of much use...

Maybe Brad'll check in soon. He was around yesterday -- hope they weren't making him work on the holiday!

Turns out that neither were the case (though both were helpful. I'll keep them in mind when creating scenarios)

Turns out the culprit was........... A curious 9 year old while I was away from my computer. Just saw a neat looking screen on my computer and started playing with it.

Build Never was selected down the board in the civs that couldn't build anything.
