As with the new Maya and Gran Colombia pack we have seen Palenque replaced my Mitla.
Most likely Palenque isn't going to be the only one that will be replaced.

Here are my ideas of the current city-states who I think have a high chance of being replaced in the New Frontier Pass and what city they will be replaced by.
I've also noticed a pattern where every replacement city has (sort of) come from the same continent so I've tried to keep that mindset when thinking about the possibilities while keeping the same suzerain bonus.

Lisbon- This is one of the most obvious ones that will probably get replaced and become Portugal's capital. Since the bonus revolves around traders at sea can't be plundered I was thinking about Nassau/Port Royal as allying with pirates and it is "loosely" European. If not then Copenhagen can also work as a Viking city-state.

Antioch- Antioch replaced Amsterdam in R&F and for that reason I am considering it "European" despite being in Turkey. If the Byzantines return Antioch might be on the city list. In that case I think Kiev would work well as the replacement sitting on the historical trade route from the Varangians to Constantinople.

Babylon-If Babylon does make it in over Assyria I can easily see Babylon renamed into Nineveh. I'll even say the same thing with Akkad into Aššur. Babylon would probably be replaced with Nineveh just because of the Library of Ashurbanipal.

Bologna- If Italy gets in I can see Bologna turning into Turku. The first university in Finland was founded in Turku by Kristina when Sweden ruled over them. I thought that would be fitting.

I'm wondering if there are better suggestions out there that I'm unaware of?

For Lisbon they may opt for a more Mediterranean option, probably a post crusade merchant republic. While the first thought is Venice due to being so isolated from conflict, and one of the most unique of the Italian states, that may not be a great idea. Given we have Bologna and the Vatican City, adding another Italian city state may be too much for the many people who want a proper Italian Civ. Instead I am going to say the Republic of Ragusa (Durbovik). Given that they were given trade protections exclusive thanks to their suzerain control by the Ottomans, who already have Barbary Corsairs as a unit. I will say Copenhagen is tempting, but I would rather a Viking City state get its own ability.

If we get Babylon, I'd expect Babylon to become Ebla. Akkad could become Aššur, remain the same, or perhaps become Qatna.

Antioch would be a prime candidate for replacing with Sana'a. (I'm quite surprised Antioch is not on Ottomans' city list.)

Yes, I think I made this post before you told me about Ebla. After looking it up it would be a good fit. But Id be equally fine with Babylon and Akkad staying where they are and get Assyria instead.

Antioch has been on the Byzantine list in the past, but it's possible it could stay as a city-state even if the Byzantines get in it.

Sana'a could work but I've noticed the pattern where the replaced the city-state is another from the same "continent". I put that in quotation marks because since Antioch replaced Amsterdam, it is probably considered a European city even though it's located in the Asian part of Turkey, so that's why I went with the possibility of Kiev.

I would, too, but I'm not counting on it. But at the same time, if we get Assyria and not Babylon, I want a less expansionist, aggressive Assyria--Sumer already fills that role fine.

Strictly speaking, Kiev would be on the same continent as Amsterdam but Sana'a would be on the same continent as Antioch. :p Antioch is a weird case, though, because geographically it's thoroughly Asian: in Classical times it was in Syria, and in modern times it's still just a few miles from being in Syria; it was, however, founded by Seleucus as a Hellenistic colony (though a native village was already on the location). Still, it's bonus would be perfect for Sana'a (gold from luxuries), and the geographic continent would fit. I actually find it a little strange that Antioch wasn't a religious city-state in the first place.

Lisbon should probably be replaced by either a Hansa port (Riga, Lübeck, Antwerp) or by a Portuguese colony (Macau, Luanda, Funchal, Praia)

Washukanni is my choice for an Akkad (or Hattusa) replacement. I'm fine with Ebla for Babylon.

Antioch... I dunno. Sana'a is good, Antwerp is good, Bukhara is good. Venice or Genoa would be good.
