Possible to edit worker/enemy pillage AI's?

I'm wondering if it's possible to edit 2 things.

1. The worker improvement priority AI
- My workers seem to love building cottages, but totally neglect mining hills or building farms (sometimes they build farms, but not much). Also they tend to chop up all the forests in a hurry, when I like to save some for either rushing a wonder or building lumbermills in the late game.
- Any way to change this? Currently I'm just directing all my workers myself, which works fine, but gets monotonous. Some kind of priority adjustment in-game would be really great here, so I can choose at will if I want them to build cottages over mines over farms etc.

2. The way enemies "fight"...
- It occurs to me that when someone declares war on me (or me on them), they would much prefer to come over and pillage my improvements than actually attack my cities. I wouldn't mind if they would pillage on their way to my city, that would be fairly understandable, but they will completely avoid my city to pillage everything around it. It seems cowardly to me. Sure I can mount offensive against them but they tend to have like 400 guys on one square, so it's nearly impossible to beat them all with offense.
- My current solution to this is just to try to avoid war and win with space race. Yee haw =\ I feel like I'm missing out on a lot of fun but computer fights like a wimp.
