The current system is buggy at the moment. The general consensus would seem to be that you should indeed drop two , but Firaxis is going to have to sort out the details in the next patch.
You'll lose the 2 from the coal plant but keep the 2 from power. The bug comes from that a nuke or hydro plant itself doesn't give any from power but the 3Gorges and coal does.
