Just as the title says, this could help get over with expansion tacticts and flipping cities all over the board.
There is also space for other loyalty buff stuff like spy propaganda, and maybe a city project, like that on happiness, if the city has at least a church, temple, or barracks, there could be more than one loyalty buff projects active at the same time, like planting a spy or move a priest on each district more than city center
I may sound too catastrophic, but this is much needed before next big expansion.
I would also give this propaganda perk to some military units, and give to some, like legionnaires, or immortals,
samurai, etc, some buff to this "consent" ability, despite any active policy, that could act as multiplier,
adding some good depth to the game.
