Privateer's in my vassal's city!

I just found a bug in the game while playing. My privateers can enter my vassal’s cities! This needs to be fixed. My vassal can still attack my privateers but I can move my privateers in his cities! :confused:

Not a bug, privateers can enter friendly cities. Under 3.13, they'll be treated as friendly to the city owner while in the city, and can't be attacked.

It's been a while since I tried it with a vassal, but I know for sure that under 3.13 your privateers are safe within your cities or forts.
 
It works with every civ you have open borders. You can pillage and sink ships, dodge into the city, get repaired and do harm again. If they follow you, you can still dodge into the city. If you have proved the world is round or play vikings, you have 5 speed, so you can pillage every sea improvement of a city without exposing yourself to attack and it is very probable there's another coastal city 5 tiles away you can enter and repeat this. It is a damn SPOILER!!!
