I have found myself playing this mod and studiously avoiding areas I know will flip in the future based on what civilizations are in the game. I would appreciate the nations to expect to be hidden. Is it possible to have the nations somewhat fuzzy so, for example, if you are playing Carthage, avoiding settling in Spain, there is a chance that Spain will never exist, and only Portugal will pop up? That would make there be an opportunity cost not settling Valencia or Cadiz. Byzantium could take advantage of their gold and horses in their northern city without being slammed by a guaranteed Hun hit. You could fulfill your historical reality with no guarantees, rather than negative guarantees. You could play without adhering so doggedly to historical territories if you feel risky.
 
What if newly spawning in civs (Spain in your example) only spawned with their capital instead of the entire flip area but will declare war on you?
 
In Civ 4 you could refuse to let a territory go to a new civ. I think it's not the case in RnF Civ V?
I'm not sure. When I was playing that same game I had my armies in modern day Libya automatically flip when approached by Arabian camel archers.
