After selecting the social policy that would add 20 to city-state friendlyness, the max is goes to is 25. It should be 10+20 if I've offered protection to the city-state. I didn't check whether it was only 15 if I didn't offer protection. My guess is that the social policy only gives +15 instead of +20 and they didn't update the description on the social policy page. Either way it's a very obvious bug.

Also, from what I've seen there are major functional changes to the game. I believe that when you do this, you should update the version number of the game and/or give the option of which version to play at. Your developers did the easy/lazy thing and forced the update and didn't offer a choice.

The game version number after the Fall Patch is 1.0.3.142, which is displayed at the bottom of the Main Menu. For the announcement of the Fall Patch, see this thread.

You labeled the thread [G&K], but what you describe is a change that was made to the BNW version of the game, and not to G&K. Among the many changes made in BNW in the Fall Patch was a nerf to Pledge to Protect, reducing its effect on CS influence resting point from +10 influence to +5 influence. This change was not made in G&K. The effects of the Consulates (BNW)/Aesthetics (G&K) social policy (+20 to influence resting point) did not change, but with the nerf to Pledge, the maximum influence resting point for Pledge + Consulates (in BNW) is +25 (5 short of perma-friend status).

So, are you playing G&K, or BNW? If the latter, this is not a bug. If the former, please post a save file.
