Problem with ATI 5.10

Okay so I downloaded the ATI 5.10 that it said to at Civ4.com's support page. Problem is that when I go to install it it says "Severe. INF error. Video driver not found." Then it says "Severe. Setup was unable to complete the installation. Try to setup your display adapter with a standard VGA driver before running setup." Then it closes the ATI install window.

Can anyone help me please?????

Did you try a standard VGA driver?

It says to uninstall everything first (including video drivers).
