problem with manhatten project

I canceled the MP in one of my cities, because the production time was shorter in another. When I went to switch, it was darkened, I didnt see anyone else start it. Even though it doesn't matter. I constructed the UN shortly thereafter, thus banning all nukes and achieving diplomatic victory

To move the production of a unique building/project from one city to another, you have to completely remove it from the build queue of the initial city. Just having that city build something else isn't enough.
