When I try to install civ 4, on my freshly installed windows 8.1, then at the end I get a windows firewall exception list error saying that windows firewall exception list update has stopped working and when I tried to install the latest patch it said civ4 must be installed in order to install the patch. I also tried to disable the firewall and making an exception for the installation program (witch I copied to my harddrive).
My version of civ 4 is civilization IV complete.
