Why do we have to have all those silly cities where we build thing, etc. We should have lots of little towns instead, which could be organized into provinces for the purposes of building. The bigger the province, the more it can build.
The situation at the moment is stupid, No matter how big the city is, it can't built more than one thing per turn. The province should be able to build in a year all that its resources allow it.
Also, provinces would make the management in civ3 less tedious. Provinces might also be formed by the nature of the terrain, i.e. starting at a big river and ending at a range of mountains They might also develope their own languages or demand independence.

Its just an idea........tell me what you think.
 
That would require too much work from the programmers. And the ******** AI couldn't handle it.
 
I don't see why you would want to build two things at once. For example if I want to build a hospital and a rifleman (and together it takes, say, 10 turns) it would be better to get a rifleman at turn 2 and hospital at turn ten, then wait for both things to be built at turn 10.
 
One should look at subdividing a country. The Americans have states with Governors or counties with Sheriffs, The English have boroughs with Mayors, the Zulus have kingdoms with chiefs, The French have provinces with Premiers, etc.
There could be a rule that this State, Province, etc. should consist of at least three cities with a combined population of thirty, and not bigger than whatever. Taxes can be levied on this level, certain functions like building railroads, bridges and dams can be this level’s responsibility. Newly conquered or acquired territories are usually poor, keeping their Taxes down this way could be helpful, while taxing the richer states.
Vassal States should also be allowed, they declare themselves subservient to you, perhaps small weak Civs or after being decimated by your troops, or by another stronger enemy. Your country should control some of their aspects as you see fit. They can off-course rebel if you tax them more than help them! Keeping too tight control on them will lead them to declare UDI, allowing them near independence, but being their Lord Protector might just keep them happy enough to remain a vassal state.

It is a bit off topic, but I think it could be useful if we could change taxes, science and luxury levels in certain cities while keeping it different in other cities. Thus, if one city is in disorder, we wouldn't have to raise luxury levels in all cities and spend a lot of money.
