PseudoYields Enumeration

I am trying to just reorder Improvements Pseudo Yield and Settler Pseudo Yield Values. So that they build Settlers before builders I have cranked Values crazy high they still choose to make a builder first I need them to do settler first for my mod.

I just need ID's swapped plz how to achieve this in civ 6 I am lost on this civ5 was easier I think to change ID'S.
