Python and XML Fields

I'm just wondering if it would be possible to pull the peak .xml fields and make a separate mod. I've just started playing CivIV and RoM is a bit of an overload for me. But I would like to be able to use peaks in Vanilla. I've looked through the .xml's and all I want to do is to be able to use the bCanPassPeaks and bCanFoundOnPeaks fields. I'm not sure which python script/file I need to copy/modify to be able to use the fields (I have no experience with python). As well as what python script adds the Production to peaks. Any help would be much appreciated.

Edit: I found what I was looking for, just in case anyone else ends up looking for the same thing, check SDK modcomp for BtS 3.19. Sorry to waste a thread.
