Python Question: Units Create Unhappiness and Order?

I'm just now getting back into modding CIV 4, (I have Vanilla 1.61) and I was thinking this morning about creating a unit that, when it enters a city, creates these effects:

  • 2 unhappiness for the duration of the unit's stay in the city, as well as 2 turns afterward
  • Deletes two "rioting" citizens, which I call creating "order."

This may seem like a double negative, really, but I don't want the "order" part to delete the underlying cause for the rioting citizens, just to mask it for as long as necessary. Once the unit leaves the city, the unhappiness will be greater, and it is thus a risk to use these units too frequently.

Any comments or ideas on how to implement?
 
Lord Olleus, I know this, I meant for this to be a temporary solution to rioting citizens, and once the unit leaves it creates more unhappiness.
 
It would not BE a temporary solution to rioting citizens. By creating 2 Unhappyness, it creates 2 rioters which it then supresses leaving you right where you started. As such, it truly is genuinely pointless.
