There goes, an alternate leader for both Brazil and Portugal, known as the reignant Queen who deceived the Conqueror Napoleon I, by fleeing with entire court from Portugal into Brazil, escorted by English Armada and leaving behind those Caçadores to fight in safety against Napoleon I.

To have a leader at same time to Brazil and Portugal, I think it is better Pedro I of Brazil, who was Pedro IV of Portugal.
He really was the leader of both States.

Before Joao III was formally shown, I thought that she could always be a possibility.

I envisioned her kind of the opposite of Lady Six Sky, as in cities farther away from her capital would be more powerful, to mimic the emergence of Brazil as being more powerful than Portugal in her time.

I like this idea.
Some bonus from distance to the capital would help to promote the foundation or conquest of cities on others continents, while the ability to change capital could be used both as defensive measure or even just to maximize the bonus from the relative distance to yours others cities.
