Question about city state special improvements.

So my understanding of city state special improvements is that they they don't replace the yield on rural tiles but just add to them. In that case if you have a rural tile you know your not going to build on in the future is there any downside to putting down a special improvement?

No downsides other than costs and the fact that any other unique improvement or urban tile would replace it.
 
I don't know if it's a bug or not (as I'm playing on a save created several months and updates ago), but my Great Wall made the rural population disappear (but not the warehouse bonus). I noticed after one specialized town has lost its specilization because it got to 6 population instead of 8 after buying 2 of them. However Aksum's rural population was as expected, including its 5 Hawilts tiles, like if I was the only one affected.

It was something that happened with only the Great Wall (at least Han, not sure about Ming). Not sure if it changed or not. (it also apparently made it faster to get new pop)
