Question about emergency

Poland just capture Antanarivo (?) early in the game, yet no emergency ensued. What gives? What are the parameters for emergencies? If I capture Krakow, will that create an emergency?
 
1. For a CS emergency to be offered to you you must have an envoy
2. For any emergency there is a chance that it will happen but no guarantee.
No-one knows the chance as far as I know

for parameters they are all in a file, things like being on the same continent for some.
 
Thank you for that quick answer. Another emergency question: I am about to attack Brazil. If I conquer his capital first, will that trigger an emergency? I can do that, but there is a Brazilian city between him and me. If I conquer that city first (not his capital), will that reduce the chance of an emergency?
Also, if I capture a cs that he controls, will that trigger an emergency?
Finally, does the money always start at 1600 drachmas and increase is increments of 1600 or am I imputing something?
 
nope, you need to have an envoy at a CS to be in an emergency, no-one has an envoy at a captured CS.
Actually, I was involved an emergency last night, where Cree, next to me, had taken over a CS not far from me, and there were 2 other civs in the 'Emergency' group. I had had the most envoys when it was taken, but I had been going back and forth with the others for it.

Sure, you had envoys when it was captured so you were in the emergency. What I was meaning was when the CS is freed your envoys do not come back.

Interesting. Had another emergency where Scotland had taken over a CS, and I joined it for the gold, and when I capture Carthage, and liberated it, the 6 envoys were there when I looked the next turn.

So as I understand it you used to get 3 envoys when liberating a CS but things seem to have changed and now you get 6. I'll try and test from the start... basically I have has 8 envoys in a CS before, had to liberate it and then I had 6, it's all anecdotal, I really need to do some tests to confirm.

Yeah, it's just anecdotal, I have done no actual testing. I suspect I had more than 6 before they were captured, but I'm not sure about that.

I just tested in my current game, 4 envoys at Auckland, it gets taken, I take it back and it now has 3. This is in the classical Era. I suspect it turns to 6 in the renaissance or industrial to 6.

Or it 'falls back' to the highest previous value in [0, 1, 3, 6]. Either way could work.
