Question about FOW on modified scenarios/maps

I have modified for my own use an existing scenario and map of World at War in Europe, including adding some new civilizations and modding some resources. It works fine except for one thing: I played my first game as the Venetians (a mod from Opera) and for some reason, while I'm playing, the FOW around Helsinki (a distant undiscovered IC) has lifted and I am annoyingly transported there every time one of their units has combat.

Why would this be happening? What might I have done during the scenario modification process that would somehow expose Helsinki like this? It is not under my control and in game terms, it is undiscovered. Any ideas on how to prevent this from happening? Otherwise, the mod works fine.
 
I got no reply yet but for those interested, I figured out the problem - it lay in assigning Team numbers to the various countries and factions...there were some duplicates, so it was an easy matter to assign unique numbers to each and now the modified scenario works perfectly.
