It's also almost must-read to every civilization V modder.

If I am not mistaken, there have been additional entries made to civilizations since Kael's guide was made; copy the relevant sections from the XML files and use them as a base, just to be sure you have everything.

XML is short for Extensible Markup Language. It's related to HTML (Hypertext Markup Language, what webpages are written in), and is used a lot in information storage.

There's plenty of information available online about XML, since it's being used fairly widely these days. Here's one such source for you, but there are literally dozens, if not hundreds, more available with a Google search.

As for UI, that's short for user interface; it's just referring to the menus, clickable buttons, informational popups and such (and, depending on usage, sometimes the keyboard shortcuts and such as well).
