My cousin used to play Civ and he told me of a unique governance process in the game. It's the fact that a leading representative can propose new laws, but ONLY propose. Then, the next leader can only execute the law proposed by the prior, or propose a new law him/herself.

Does this exist in Civ?

Reason I'm asking is because I am apart of a governance process that uses this same propose-execute mechanism in our leaders.
 
No, nothing like this exists in Civ.
The leaders don't change in Civ. You lead your civilization with the same leader through the centuries, so there is no change. The details of the game also don't go that far down to the level of laws. You can change your government form/major policies (e.g. theocracy vs. religious freedom), but nothing fine grained.
The Paradox games are a bit more detailed in these regards (at least there is a leader turnover), you might want to have a look at them.
