[Question] Permanents alliance

I have an another small question

How i can start a scenario or a game with permanent alliance betwen 2 civilisation or more.(like Deser War mod)

in the custom game menu make the 2 civs u want allied on the same team. Or if you want to be able to make a permanent alliance between civs later in the game select the permanent alliance box in the custom game menu.
