Question regarding Diplomacy

How do you get rid of those pesky AI settlers moving inside your territories and build cities in the heart of your empire. I know that you can ask them to be remove in the diplomacy screen but for some reason they remained inside my territories, I even asked that leader thrice to remove his units! I know for a fact though that in Civ 2 you can remove them by diplomatic means so am I missing something here or did I encounter a game glitch? Thanks for listening.

Sounds like you have an arogant leader that you are squaring off against. I had the Roman's do that to me. The only thing I could do besides letting him wander around was to declare war on him.

Needless to say, I lost.

You have a choice. The Civ is attempting to build a city somewhere across your empire. This could be for your advantage. I use to get mad that the army was moving across my kingdom, but now I let them move because I know that I will be attacking them in the future right after they build me my new city.
