Question: Special WWII-only AI

In the scenario parameters > Special Rules there is an option called "Special WWII-only AI". What is that?
 
From the manual:
One caveat is necessary; you should NEVER use the last option—SPECIAL WWII-ONLY AI. This was put in as an aid for the game designers and will almost certainly cause your scenario to crash.

I used many times in my older scenarios without it crashing. I thought for a long while that it controlled the appearance of partisans, something I now know it doesn't...
 
I think that it´s related to diplomatic negotiations. When you play the original WW2 scenario, it forbids negotiations between Allies-Axis...
 
It only works in the WW2 scenario that comes with Civ 2. From what I understand, it acts as an imbedded events file, and encourages the Germans to strike west, the French to collapse after the fall of Paris and prevents negotiations between the Allies & Axis. It may also have some effects on Soviet-Axis relations, but I'm not sure.

It's not quite right to say that it prevents negotiations between
Axis and Allies. If both are AI players, they can and do
negotiate. If one of them is human, *then* the other will
never negotiate. Same is true of Axis-Soviet. At least,
this has been my experience.
