Just playing around with the govt's for Civ3C and didnt quite understand what xenophobic meant in gameplay terms for the fascist government, anyone help?

Yes... i know the definition of xenophobia, but what does it actually do in the game?

If 1/2 of a city is not your race, no culture is produced.

And you loose pop points in your cities every time you switch to fascism. It's up to you to figure out what happened to those lost citizens...
