I'm messing around with a space game and am approaching the land limit so I thought I would try raising the land limit as outlined here: https://forums.civfanatics.com/thre...-10-year-veteran.574724/page-32#post-14814945
From what I understand, you must
1: Have less than 18 civs and at least 1 dead ai
2: Conquer enemy cities
3: Gift the conquered cities to a different ai
4: Ai should immediately create a colony which raises the land limit.
5: Conquer the cities again to keep.
I saw there's some other requirements like # of cities on other continent and the city value being negative.
In my testing, the ai won't make a colony no matter what I do. I tried doing the above but I'm not able to gift the cities to any civ except civs on the same continent. I tried giving ai multiple size 1000 cities to ensure they would be too expensive. I tried giving the homeland cities tons of gold mines so it's city value would be much higher in comparison. But no matter what the ai will not create a colony.
What am I missing here?
