I vote YES. It's a fine plan. A little light on military throughput but acceptable as long as we have defined assault goals. We will not win this game by building a nicely structured homeland. We'll win it by extensive and continuous assaults on the AI civs. The critical thing right now is we need SOME KIND of general plan to follow. With each province going its own way we are doomed.

No, it is the domestic departments job to coordinate this, and make sure we do not end up with every city building improvements and none building military.
