Quick question about imperialistic and philosophical

Do they stack for getting great generals? I realize great generals are spawned by getting experience from combat and not a bar that fills in the city, but I wasn't sure if this means you get triple experience for great general generation or just the normal double.

However, you could build a Great Wall and fight inside your borders a lot.
