Quick Question - Which advisor can adjust the amount of income devoted to science?

I need to change the amount of my income that is applied to science because right now on my current game its pretty low.

Look at the upper left corner of your main screen and adjust the rate of commerce allocated to science accordingly.

Just below your total treasury indicator, you'll have a test-tube icon and a percentage beside it. There will also be + and - signs beside it. Use them to adjust your research-money.
