Quick SDK World Builder Question

I cannot find how to clear the ownership of a tile in the world builder program.

I accidentally placed a city in the wrong place and deleted the city but the tile still shows that the civ owns the tile. So when I start the scenario I can see this spot on the other side of the world.

How do I make it a neutral tile covered with fog?
