So we now have all the governors announced for Rise and Fall. You can see them here. They all seem pretty darn powerful. What we also know is that each governor is specifically aligned with their own style. There's one military governor, one religious governor, etc. Upgrading governors and purchasing new governors requires the governor points, so you'll have to choose between getting many governors or upgrading the ones you have.
My question is this though: I can totally think of reasons I'd want to have more than one governor of each type. What do you guys think about having other ways of getting [weaker] governors? Like say there's a great general or admiral (although we'd have to consider the Mausoleum in that case) that creates a minor military governor when retired. The governor wouldn't have any promotions but would have a unique benefit that you couldn't get from the promotion tree of the normal Castellan governor, Victor. You could even have Civs with unique governors, maybe even a civ's entire unique ability was to start with a relatively weak governor of a certain type. Wouldn't be very strong later on, but would provide a solid base of a certain yield and some loyalty at the beginning of the game. I think it would be really cool to build on the existing governor system.
Now that I see the governors, I agree that having 7 of them will be good, and I like Firaxis's approach with them, but I also think it's a great new mechanic with tons of potential for very interesting features and abilities by adding minor governors.
Some stipulations about governors though, I don't think they should be easy to get. Part of the reason Firaxis is implementing governors is to help control wide play versus tall, and if governors are easy for everyone to get, that'll be counterproductive. I think bonus minor governors should be rare along the lines that bonus policy slots are rare. Maybe you can get a governor from a wonder. Maybe from a great person. Stuff like that.
